Phyllis Summers, as of late has been the most frequent to be in disguise & in all motivated by her unlimited hatred for Diane Jenkins.
While outside of Genoa City, Wisconsin, it would not be the norm to go into costume outside of costume, it is in fact the norm in GC. This is especially for Phyllis Summers…
Young & the Restless fans at least sort of get the giant hat when Phyllis still had the Grand Phoenix. Diane had just been brought back from the dead & Jack Abbott (Peter Bergman) wasn’t yet on board yet.
Phyllis Summers had to do her damnedest to protect her property & her man at the time ~ Jack Abbott ~ from Diane.

Motivated by Miss Sally’s extreme crush on Adam Newman (Mark Grossman) & some weird fake downfall Billy Boy Abbott (Jason Thompson) that involved apple juice was putting on, Sally dressed up.
Miss Sally has been spun around so many times with the Newman Brothers & knocked up with one that she most likely does not remember having a crush on Jack, but maybe vaguely remembers spying on Billy Boy for Adam.
