Harrison Locke’s mother Tara Locke has not died, nor has she given up custody of Harrison.
Also, Summer Newman (Allison Lanier) has not adopted him despite Kyle Abbott (Michael Mealor) being deemed Harrison’s biological father per a paternity test 3+ years after he & Tara’s affair.
Tara Locke left Genoa City in handcuffs after it was revealed she had been funny with the money within her own business that Lauren Fenmore (Tracey Bregman) almost brought under the Fenmore’s umbrella.
There’s been little if any mention of Tara Locke since she was put in prison in New York. On the Young & the Restless others do much less time in jail for much worse.
It’s apparent that Tara being out of jail & wanting to reconnect with her son has not crossed Kyle’s mind or Jack Abbott’s (Peter Bergman).

Why wouldn’t Tara Locke & Jeremy Stark be partner money launderers in crime?
Jeremy Stark wants his money back from Diane & the 6 years he spent in prison. Tara Locke wants her son back & most certainly would not mind some money from the Abbotts in the name of emotional suffering since being disconnected from Harrison.
With both Jack & Kyle Abbott continuing to be dumb & dumber & their only focus is protecting Diane. Tara Locke returning to Genoa City for her son Harrison would be easy. After all, if Tara & Jeremy are working together, he’s already in GC & has Diane, Jack, & Kyle all duped & occupied.
